| Commodore's Corner It’s almost summer, and as usual, SAYRA clubs have lots going on! Whether it is Level 1 training for new instructors, national or regional events, the calendar has something for everyone. Information was posted this week for the US SailingArea D Qualifier for the US Junior Triplehanded Championship – June 7 & 8, 2025 and the SAYRA Open & Women’s Club Championships – August 16 & 17, 2025. Both events will use College of Charleston J/22s; see articles below for details. In order to keep the registration/charter fee as affordable as possible, Executive Committee members were able to secure sponsors for the Open & Women’s Championships. A huge thank you to ChYC, CYC-1853, CYC-SC, Charleston Race Week, and Evolution Sails for your support! A reminder that funding for certain racing and training activities is available through SAYRA’s Helen Hanley Memorial Fund. Over $2100 has been approved for disbursement in the first five months of 2025. The budget for 2025 is $30,512. A couple of folks have reached out to me recently with questions that are both thoughtful and relevant. If you have information to share to corroborate or to offer solutions, I welcome your input (sailing.sayra@gmail.com). A program director is concerned about a drop in summer programming enrollment and asked if this was common to the other SAYRA organizational members. Based on his informal canvassing, several other members with summer programs are experiencing a reduction in enrollment as high as 47%. Asheville Sailing Club is looking for input regarding boats used in learn to sail (LTS) programs throughout the region; they have quite an assortment, depending on LTS age range, but are planning for future needs, and interested in knowing what’s hot (and what’s not).

Updates from Judges Committee At the April quarterly meeting Joleen Rasmussen presented guidelines on what a chief judge needs to do to prepare their team for a regatta. We also discussed the arrival of the new Rule Books and the very recently published Team Race Call Book on World Sailing website. The next quarterly SAYRA Judges meeting is scheduled for July 24, 2025 7:00-8:30 pm. To join, reach out to the Judges Chair, EMAIL. The USS App has the RRS with US prescriptions, but not the 2025-2028 Appeals Book which is available online in PDF form at https://www.ussailing.org/wp-content/uploads/2025/01/Appeals-Book-for-2025-2028_1.1.2025.pdf. A World Sailing Q&A discusses the new requirement for sailors to use the words ‘Room to Tack’ in RRS 20.1 and says, “In order for rule 20 to apply, a hail that includes the words ‘Room to tack’ needs to be made.” So, when you need to tack at an obstruction – make sure you use the words ‘Room to Tack’ for the hail to be considered valid. Make sure to request judges for your event early as our calendars get full quickly. 2025-2028 Rule 60.4 Protest Unintended Validity Issue: There are still some unintended consequences with the 2025-2028 Rules. One issue is with Rule 60.4(a)(2), which applies to protests when you see an incident but are not involved in it. The current rule makes that protest invalid. Currently, rule 60.4(a)(2) prohibits “third-party protests,” which is contrary to what the rules have permitted for a long time, and contrary to the Basic Principle: Sportsmanship and the Rules, which tells competitors they are expected to enforce the rules.
To remedy this, include the following in your Notice of Race or Sailing Instructions: 1.x - Rule 60.4(a)(2) is changed as follows: (2) if it alleges a breach of a rule of Part 2 or rule 31 and is from a boat that was not involved in, and did not see, the incident, or
This is the same language the US Sailing Rules Committee is submitting to World Sailing to fix in 2026. However, you are encouraged to use it in 2025. |

| CORA Military Salute Regatta May 31st The Military Salute Regatta is a fun event honoring our nation’s Active-Duty Military and Veterans to gratefully acknowledge their service to our country! In addition, we believe in giving back and this event serves as a fundraiser where proceeds will benefit non-profit organizations that support Veteran and Active-Duty Military efforts. Charleston, SC has a long and deep military history, going back to the Revolutionary War. This regatta is a meaningful way to honor and applaud our military for their service – past and present. We invite all active-duty military personnel and veterans to come sailing in the regatta at no cost. Through sailboat racing we celebrate freedom and offer those who protect it a day full of camaraderie and competitive spirit while sharing the experience with CORA and Charleston area skippers on the Charleston Harbor. Those not racing and guests are invited to participate on the spectator boats and the festivities continue after racing when everyone comes together to swap stories over an All-American picnic and awards presentation. Since 2021, the Regatta continues the tradition of contributing to organizations that provide care and support for veterans, active duty personnel and their families.
